Building a strong future for Queensland agriculture

QFF and Toowoomba and Surat Basin Enterprise (TSBE) have partnered to explore opportunities that promote sustainable growth and diversification in TSBE's region.

About our partnership

Toowoomba and Surat Basin Enterprise’s (TSBE) agribusiness arm, Food Leaders Australia, has partnered with QFF.

TSBE’s Food Leaders Australia exists to support agribusinesses tap into emerging markets, nurture new and existing industries, and embrace sustainability practices, all while developing community engagement and education. The organisation also advocates for increased government support to ease market entry, streamline regulatory processes, and forge local partnerships to differentiate Australian products and enhance trade relationships.

Our partnership priorities

Biosecurity

QFF and TSBE share a strong commitment to protecting regional Queensland’s agricultural systems, natural environment, and market access through effective biosecurity policy and practice. Strong biosecurity underpins farm viability, regional economies, and community confidence.

Both organisations support a shared responsibility approach that is appropriately resourced and focused on prevention, early detection, and rapid response. Priorities include sustained investment in surveillance and diagnostics, practical on-farm preparedness, clear governance arrangements, and policies that favour risk reduction over crisis response.

Transport, Infrastructure and Regional Development

Transport, infrastructure, and regional development are fundamentally interconnected and central to the productivity, liveability, and economic resilience of regional Queensland. QFF and TSBE advocate for investment and policy settings that reflect the realities of regional industries and communities, particularly the workforce that sustains them.

Reliable road, rail and air networks, efficient freight and logistics infrastructure, digital connectivity, housing availability, and access to essential services are all critical to attracting, retaining, and mobilising a skilled regional workforce. Coordinated, long-term infrastructure planning reduces costs for producers, improves safety and efficiency, and supports workforce participation across agriculture, energy, and allied industries.

A strong regional development approach recognises the cumulative impacts of growth, land use change, and infrastructure decisions on communities and labour markets. Locally informed planning and targeted investment are essential to building regional capability, supporting workforce resilience, and enabling sustainable economic development.

Water, Energy and Food Security

Water, energy, and food security are fundamental to the resilience of regional Queensland and the broader economy. QFF and TSBE share a priority to strengthen policy settings that ensure secure, affordable, and reliable access to these essential resources.

This includes long-term water planning and infrastructure investment, energy systems that deliver reliability and affordability for regional industries, and policy frameworks that protect and enhance domestic food production. Supporting viable farm businesses, resilient supply chains, and responsible resource development is essential to maintaining food security and regional stability now and into the future.
