Queensland’s agriculture sector and supply chain are increasingly exposed to disasters and hazards that impact productivity, efficiency, farm business viability and Australia’s food security.

While these events disrupt production, the recovery phase provides the greatest opportunity to build long-term preparedness and resilience.

QFF advocates for a review of existing support frameworks for farm businesses impacted by disasters, drought and hazards. Long-term approach to adaptation policy is also essential to maintain locally embedded support services that can respond immediately after an event and continue through recovery.

Enhancing disaster recovery and drought assistance

Our focus is to:

  • support long-term policy approaches to adaptation such as the National Drought Agreement and Future Drought Fund.

Supporting long-term resilience and preparedness

Our focus is to:

  • ensure collaborative, bipartisan frameworks between industry and government to achieve effective policy outcomes as part of a broader climate mitigation strategy
  • continue to encourage investment by industry and government in programs and policy that support farm viability, profitability and long-term prosperity.

Building preparedness and managing risk

Our focus is to:

  • broaden the scope of preparedness funding to aid in building resilience and manage the ever-present risk of natural disasters in addition to drought
  • advocate for the removal of the 9% stamp duty on crop insurance and adopt a risk layering approach that encourages sharing of the cost burden of disasters and drought.

Adam Knapp is QFF’s General Manager for Policy and Projects, leading the strategic development and delivery of policy initiatives that strengthen Queensland’s agricultural sector.

With more than 25 years’ experience across government, industry and research, Adam combines critical analysis, policy expertise and stakeholder engagement to address complex issues in sustainable agriculture, biosecurity, water management, climate change and natural resource management. He provides high-level policy advice to QFF’s CEO, Board and members, and oversees a diverse portfolio of projects and staff working across Queensland.

Adam’s work includes driving legislative submissions, shaping QFF’s advocacy priorities, and building partnerships that deliver practical, future-focused solutions for farmers and rural communities. Prior to joining QFF, he held roles with the National Native Title Tribunal, Seafood Services Australia, Harrods and Ernst & Young in London.

Adam holds qualifications in behavioural science, political science and leadership.
